Lockdown and Curfew: Governments Should Ensure Cash Transfer, Supply of Food and other Life Essentials for the Citizens especially, the Poor

World Humanity Commission [WHC] is well pleased by the proactive approach of Narendra Mordi -Prime Minister of India, for announcing a support package of $24 billion for the most vulnerable in the country of over 1.38 billion persons who will be affected by the "Lockdown and Stay at Home" order the Government imposed on the country as a means to halt the spread of the disease.  

India's palliative measures included free food rations for 800 million disadvantaged people, cash transfer to 204 million poor women, free cooking gas for 80 million households, among others. 

COVID-19 is a deadly virus (biological by nature) which stormed the World as an emergency situation, and against Humanity. In light of the pandemic, our message to Governments and Political Parties: do not match the lockdown - curfew orders with actions that suggests the poor should take care of the poor. COVID-19 is not a thing to politicize. If you care for children and people (old and young) who pay taxes and vote during elections, work across party lines and ideologies - putting the country first. 

Hence failure to do the needful might have unintended consequence on the fight against COVID-19 pandemic, the World Humanity Commission advised countries implementing lockdown orders to follow the good leadership example of President Donald Trump, and Prime Minister Narendra Mordi, to ensure their citizens especially, the poor populations have cash transfer, supply of food and other essential items during this difficult time. 

Announcing social distancing and lockdown, asking people to stay at home and shutting down population movement to limit the COVID-19 transmission, will help slow down the spread of COVID-19 when the citizens, especially the vulnerable ones have cash transferred in their accounts, supply of food and other life essentials to their doorsteps. In doing so, those living with disability must not be discriminated against in medical decision-making. Their rights must also be protected. Governments' response to COVID-19 should include the one for vulnerable people and those living with disability. 

Without adequate provision of palliative and other social welfare packages, these steps can have unintended consequences for the poorest and most vulnerable. It is therefore necessary for countries to ensure these populations have cash transferred to their accounts, supply of food and other life essentials during the global crisis. 

World Chairman | President of World Humanity Commission -HE. Dr. Sir Zelly MIGHTY said, if cash transfer, food and other life essentials were unavailable, the purpose of lockdown and curfew may not be achieved. 

Noting that, because COVID-19 is a global crisis requiring a global response, international community may not be able to provide or offer debt relief to countries unable to implement the palliative and other social welfare packages. However, there should be a broad and expedited agreement on debt relief as this will be essential to enable them care for their people and avoid economic collapse. 

We are all in this together, and we must minimize the potential impact of this crisis on the cash transfer, food supply chain, and the unintended impact on global trade and food security.  

It would be inhumane to say that Coronavirus is not real. COVID-19 is real and at the moment have no vaccines. In the face of lack of vaccines and cures for COVID-19 which has now affected over 800, 000 persons, countries must only recommend medicines of public safety and efficacy that would benefit the people. 

Countries may commence clinical trial on the drug and or recommend drug for the treatment of COVID-19, through the Ministry and Agency responsible for health, food and drugs. 

This is due to fact that, essential medicine needed is the one intended to be available within the context of functioning health systems at all times in adequate amounts in the appropriate dosage forms with assured quality and adequate information and at a price individuals and communities can afford. 

World Humanity Commission recommends that pending when the researchers find vaccines and cure for the treatment of COVID-19, countries should only choose medicines of public safety and efficacy. Hence, the essential medicines needed most are the ones that satisfy the priority healthcare needs of the population, and the ones selected with due regards to disease prevalence and public health relevance, evidence of efficacy and safety and comparative cost effectiveness.

#TakeResponsibility - Take Extreme Preventive Measures:  
1. Wash your hands thoroughly with soap and warm water or with an alcohol-based hand sanitizer. 
2. Cover your mouth and nose when coughing or sneezing. 
3. Cough or sneeze into your elbow. 
4. Thoroughly cook meat and eggs. 
5. Avoid close contact with people who are infected. 
6. If you choose to wear a face mask, ensure your nose and mouth are properly covered. 
7. Avoid crowded places and individuals sneezing or coughing. 
8. Prevent Coronavirus by cleaning all surfaces frequently. High-contact surfaces include door handles, stair rails and tables.
